Article 16: The cost of education being under the supreme supervision of the State burdens the state. Elementary education is compulsory for all citizens, and is provided gratuitous by the State.

Individuals and legal entities are allowed to establish private schools, that will operate following the constitution and the laws of the state.

Article 17: No-one is deprived of his property, except in the case of public benefit adequately proven, whenever and in such a way that the law commands, always with prior compensation. Compensation is always fixed through judiciary means.

Article 102: The qualifications of administrative in general servants are established by law. After the beginning of the operation of the Council of the State thev tenure of civil servants is permanent ever since their definite appointment, as long as the services in question remain effective except in the cases of dismissal under the force of court verdict, nor are they transferred without concurrent opinion nor are they dismissed or demoted without a special decision -provided by the law- of a council organized and consisting of by -at least two thirds- permament servants. An appeal against this decision is allowed to be lodged before the Council of the State, according to what is specifically provided for by the law.
